where shall i get design book/notes so that i could be able to design electronic circuits of my own?

Electronics For You (EFY) is a very popular magazine that has lots of easy to do electronic circuits and some challenging ones (you should find it in most book stores). You can start with this book, provided you have sound basics about electronic components. This magazine also comes with a CD which could include some software or help for designing circuits. And, if I am not wrong, EFY is a bi-weekly magazine so you will never run short of new circuits to work on. Apart from EFY, I would also suggest using any of the well-know Network Analysis or Electronic Circuits books so that you get a good insight into the fundamentals (i.e if you need to brush up your basics)
If you study electronics at a good college you would have enough knowledge so you would be able to design your own electronic circuits. You need to be good at fundamentals to understand the safe operating areas of the components used, etc. The other places show you circuits already designed.
